The claims below are the specific, falsifiable propositions this Candidate Solution rests on. All are currently untested in the sense that matters here: none has yet been evaluated against a working model or pilot. The first planned experiment — an artificial household-appliance economy — is designed to test the circularity- and control-related claims (1–4) before any real-world fiscal mechanism would be proposed. Claims 5 and 6, on public-value spending and digital-administration cost, will need separate evidence programmes closer to public-service delivery data.
This section intentionally does not assert that adaptive circularity taxation or outcome-based public spending already work. It asserts that they are specific enough to test, and states how.
