Cost of administration

Public resource for any programme or service can be decomposed as

and a simple administrative ratio ρ_admin = C_admin / G observed. But a low ratio is not automatically good, and a high one is not automatically bad — a safety regulator plausibly needs more oversight capacity than a public park. The more useful quantity is the gap between actual and necessary administrative cost:

In plain terms: eliminate administration that does not materially contribute to the outcome a service exists to produce, rather than targeting administration as a category regardless of whether it is doing useful work. This is deliberately not an objective of G_admin = 0 — scheduling, records, safety oversight, accountability and coordination are often part of C_admin^{necessary}, and treating all administration as waste would be as much a modelling error as treating none of it as waste.
