Objectives and constraints
The purpose of this system is not any single scalar target. It is not:
It is closer to a constrained, multi-objective system-performance problem:
subject to physical constraints such as VirginMaterials(t) ≤ M̄(t),
Emissions(t) ≤ Ē(t) and Waste(t) ≤ W̄(t); social constraints such as
Pr(DEC_i(t) < 0) ≤ ε — the proportion of households whose post-tax
income cannot cover essential expenditure and debt service should stay
below an acceptable threshold; and institutional, fiscal and labour-market
constraints.
Two design choices follow deliberately from this framing:

The objective vector is not collapsed into one weighted scalar. Assigning trade-off weights between health, environmental quality and economic freedom is a political and moral judgement, not a computation. Instead, the system aims to expose a Pareto frontier of feasible trade-offs — "policy X improves health but worsens housing affordability; policy Y improves discretionary income but increases material consumption" — and lets democratic politics choose where on that frontier to sit.

GDP, employment, inflation and government borrowing remain useful instruments and diagnostics. They are not deleted from the model. They are demoted from objective to state variable — inputs to the wider assessment, not the definition of success.
This is why the Candidate Solution's design position on "primary objective of economic policy" (see Design Decisions) is multi-objective system performance rather than growth, fiscal sustainability or a single wellbeing index in isolation.
