#2 Fix the government delivery machine
Modernise public-sector delivery through digital systems, incentives, and accountability.
The machinery of government is not reliably converting democratic will into delivery. The United Kingdom does not merely have a collection of failing public services.
It has a deeper problem.
The machinery that is supposed to convert public preferences into political priorities and then into delivered outcomes is increasingly difficult to understand, observe, control and hold accountable. The intended democratic chain is relatively simple:
But the actual system contains many intermediate layers:
At every stage:
- information can be lost;
- priorities can change;
- responsibility can become diffuse;
- institutional incentives can diverge from public objectives;
- decisions can become detached from domain expertise;
- committees can substitute for accountable design;
- delivery can become separated from decision-making;
- and failure can persist without sufficiently strong corrective feedback.
Once the resulting service reaches the citizen, it can be remarkably difficult to determine:
Who actually made the decision?
Why was it made?
Who designed the intervention?
What expertise did they have?
What evidence informed it?
Who was responsible for delivering it?
What did it cost?
Did it work?
And what happens if it does not work?
This mission is about that machinery.
Not the health system itself.
Not the university system itself.
Not the electricity system itself.
Not prisons themselves.
Those systems deserve their own missions.
The problem here is more fundamental:
Can the British state reliably determine what people need and democratically want, translate those priorities into coherent objectives, put suitably qualified people in charge of designing solutions, execute them quickly and competently, measure what happened, and change course when it is wrong?
The evidence increasingly suggests that it cannot do this reliably enough.
1. Democracy requires more than an election every few years
Representative democracy necessarily involves delegation.
Citizens cannot personally decide every planning application, hospital protocol, tax rule or infrastructure specification.
They elect representatives.
Those representatives establish priorities.
Experts and public institutions then implement them.
But delegation creates a control problem.
The system needs some reliable mapping:
where:
- represents the distribution of public preferences;
- represents the priorities government actually pursues.
Those vectors will never be identical.
Nor should every transient opinion automatically become policy.
Government must consider:
- evidence;
- rights;
- long-term consequences;
- minority protections;
- physical constraints;
- fiscal constraints;
- international obligations.
But the system should at least be able to answer:
How do we know what people actually want?
And:
How did that information influence the decision?
At present, that chain is remarkably opaque.
2. The input interface to government is weak
Modern commercial systems spend enormous effort understanding users.
They observe:
- behaviour;
- complaints;
- abandonment;
- demand;
- usage;
- satisfaction;
- failure;
- recurring friction.
They continually improve their services accordingly.
Government receives information through mechanisms such as:
- elections;
- constituency correspondence;
- polling;
- consultations;
- petitions;
- stakeholder meetings;
- public inquiries;
- lobbying;
- regulators;
- advisory committees;
- statistical surveys.
But these inputs are fragmented.
They operate at different timescales.
They frequently represent different populations.
And it is rarely clear how much weight any individual signal receives.
The result is that the public interface to government can feel less like:

That is a poor sensing architecture for a system serving tens of millions of heterogeneous people.
3. Consultations are not the same thing as listening
Government routinely consults.
But consultation does not necessarily imply feedback.
A consultation can collect thousands of responses while leaving the eventual policy substantially unchanged.
That does not automatically mean the consultation was illegitimate.
The evidence may justify rejecting the majority position.
But the system should then make the reasoning visible.
Conceptually:
The public should be able to inspect that transformation.
Instead, the relationship can sometimes appear to be:
Whether that perception is always justified is less important than the architecture that permits it.
A trustworthy system should make clear:
- what evidence was received;
- whose views were represented;
- what competing objectives existed;
- what trade-offs were considered;
- why the final decision followed.
Listening is not simply collecting information.
It requires demonstrating what happened to that information afterwards.
4. Political priorities can be shaped by organised interests more strongly than diffuse public preferences
Democratic politics inevitably contains organised interests.
Businesses organise.
Trade unions organise.
Campaign organisations organise.
Professional associations organise.
Charities organise.
Wealthy individuals donate.
Political parties fundraise.
Industries lobby.
None of this is inherently illegitimate.
People and organisations have the right to advocate for their interests.
But organised interests have a structural advantage over dispersed citizens.
The benefit to an organised group of influencing one policy may be enormous.
The cost to each individual citizen may be relatively small.
That creates an asymmetry:
Government may therefore receive very high-quality, persistent signals from:
- donors;
- unions;
- industry groups;
- campaigning organisations;
- professional bodies;
while receiving much weaker signals from millions of people who are affected individually but are not professionally organised around the issue.
The problem is not simply corruption.
It is representation bandwidth.
A democratic delivery machine needs safeguards against organised interests becoming disproportionately influential simply because they possess superior access, organisation or resources.
5. We cannot easily trace why a priority became a priority
For major policy decisions, citizens should ideally be able to follow something like:
Instead, the origin of a policy priority can be difficult to determine.
Was it:
- manifesto policy?
- polling?
- ministerial preference?
- departmental advice?
- Treasury preference?
- lobbying?
- a donor concern?
- a trade union concern?
- a newspaper campaign?
- an international commitment?
- a regulator?
- an emergency?
- a civil-service proposal?
- an expert recommendation?
Frequently, several apply simultaneously.
That is normal.
The problem is the absence of transparent provenance.
A democratic operating system should make the causal chain considerably easier to inspect.
6. There is a crucial distinction between democratic priority-setting and technical design
Democracy should determine:
What are we trying to achieve?
It does not follow that every technical decision about how to achieve it should be made politically.
There are different functions:
Confusing these roles creates poor decisions.
Politicians should not be expected to design electricity markets, hospital operating systems, AI infrastructure or nuclear reactors.
Equally, technical experts should not independently decide the values and political priorities of society.
The system needs both.
Democratic legitimacy determines the destination.
Expertise helps design the vehicle.
7. Government frequently confuses governance with design
This distinction is particularly important.
Committees are useful.
They can provide:
- scrutiny;
- representation;
- challenge;
- oversight;
- coordination;
- authorisation;
- accountability.
But committees are generally not how excellent things are designed.
A bridge is not designed by averaging the structural calculations of twelve committee members.
A software architecture is not created by asking twenty stakeholders to collectively edit every technical decision.
A product does not become coherent by giving everyone veto power over every feature.
Excellent design normally requires:
Governance surrounds that process.
It should not substitute for it.
Yet government can behave as though assembling enough:
- committees;
- working groups;
- steering boards;
- stakeholder panels;
- governance gates;
- approvals
will somehow generate a good design.
They will not.
8. Committee decision-making can destroy accountability
Collective decision-making has another problem.
If:
then who owns the result?
When everyone was involved:
Who was actually responsible?
Responsibility becomes:
as the number of nominal decision-makers increases.
The committee becomes a mechanism for distributing accountability until nobody meaningfully possesses it.
This is particularly dangerous for complex technical systems.
Someone should be able to say:
I designed this.
These were my assumptions.
This was the evidence.
These were the alternatives.
These are the performance measures.
And I am accountable for whether it works.
That is very different from:
The steering group agreed the recommendation.
9. Consensus is not the same thing as correctness
Committees often optimise for agreement.
Design should optimise for performance against the objective.
Those are not the same function.
A technically excellent proposal may initially be unpopular.
A familiar but ineffective proposal may receive broad agreement.
Therefore:
And:
Stakeholders should absolutely be heard.
But the final design should be evaluated against:
- evidence;
- physical reality;
- cost;
- safety;
- fairness;
- performance;
- the democratically determined objective.
Not simply against whether everyone in the meeting was comfortable with it.
10. Government needs identifiable design authority
Complex systems need somebody with authority to make coherent design decisions.
That person or team requires:
- a clear objective;
- appropriate domain expertise;
- access to evidence;
- authority to make decisions;
- responsibility for consequences;
- freedom to iterate.
Call this:
Without it, systems become collections of compromises.
Every stakeholder adds a requirement.
Nobody removes anything.
Interfaces multiply.
Objectives conflict.
Complexity grows.
The result is not designed.
It is accumulated.
That is exactly how many dysfunctional institutional systems emerge.
11. Expertise is therefore fundamental to democratic delivery
Once democratic priorities have been established, implementation becomes a competence problem.
The question changes from:
What should society try to achieve?
to:
Who actually knows how to achieve it?
Modern government deals with systems of extraordinary technical complexity:
- electricity;
- nuclear energy;
- artificial intelligence;
- biotechnology;
- healthcare;
- finance;
- cybersecurity;
- telecommunications;
- transport;
- infrastructure;
- digital systems;
- environmental science.
These systems cannot be governed competently through generic administrative ability alone.
They require deep domain knowledge.
12. Generalist administration cannot substitute for domain expertise
Generalists have an important role.
Complex government requires people capable of:
- coordination;
- communication;
- administration;
- programme management;
- policy analysis.
But these skills are not substitutes for understanding the thing being governed.
There is a difference between knowing:
how government works
and knowing:
how the system government is attempting to change works.
The danger appears when:
inside the decision-making hierarchy.
People can become extremely skilled at:
- producing submissions;
- navigating approval processes;
- writing strategies;
- managing stakeholders;
- preparing consultations;
- running programmes;
without possessing sufficient technical understanding to determine whether the underlying intervention will actually work.
13. Seniority is not expertise
Organisations frequently assume:
But seniority may demonstrate expertise in navigating the organisation rather than expertise in the domain the organisation governs.
A person can become extremely senior because they are excellent at:
- management;
- communication;
- politics;
- administration;
- institutional navigation.
None of those automatically makes them qualified to make highly technical decisions.
A competent state therefore needs multiple career hierarchies.
An exceptional engineer, scientist, clinician or technologist should not have to become a generic manager in order to achieve status, authority and compensation.
Deep technical expertise should itself be a senior career path.
14. Public authority should require relevant competence
Many important public decisions are made by:
- ministers;
- senior officials;
- regulators;
- boards;
- commissioners;
- appointed chairs;
- advisory panels.
These positions can control:
- billions of pounds;
- critical infrastructure;
- national regulation;
- safety-critical systems;
- fundamental rights.
The question should therefore be unavoidable:
What competence is required to exercise this authority?
Where the role is technical, technical competence should matter.
Where the institution governs science, scientific understanding should matter.
Where it governs engineering infrastructure, engineering understanding should matter.
Where it governs healthcare, relevant clinical and systems expertise should matter.
Public authority should not be treated as an extension of organisational status.
15. The government machine is extraordinarily fragmented
The British state is not one organisation.
GOV.UK currently lists hundreds of agencies and other public bodies.

These sit alongside:
- ministerial departments;
- non-ministerial departments;
- executive agencies;
- executive non-departmental public bodies;
- advisory bodies;
- regulators;
- local authorities;
- NHS organisations;
- police forces;
- public corporations;
- inspectorates;
- commissions.
There are legitimate reasons for institutional independence.
Courts require independence.
Statistical agencies require independence.
Some regulatory functions require insulation from short-term political interference.
But independence creates a difficult design question:
Independent from whom, for what purpose, and accountable to whom?
Every public institution exercises delegated authority.
That delegation needs a clear purpose, boundary and accountability mechanism.
16. Arm's-length bodies create an accountability problem
Public bodies are deliberately established outside ministerial departments to deliver public or government services.

This can protect expertise and operational independence.
But it also creates distance between:

When something fails:
Ministers can blame the regulator.
The regulator can point to its statutory remit.
The department can point to operational independence.
The public body can point to funding constraints.
The Treasury can point to departmental choices.
And the citizen is left wondering:
Who exactly is responsible?
Independence without sufficiently clear accountability can become institutional diffusion.
17. Institutions can forget why they exist
Every public organisation should be able to express its purpose in terms of an outcome.
A regulator exists to produce some defined regulatory outcome.
A university exists principally to create and transmit knowledge.
A hospital exists principally to improve health.
A police force exists principally to uphold the law and protect the public.
A planning authority exists to make legitimate decisions about land and development.
The institution is not itself the objective.
But organisations develop internal cultures.
They create:
- departments;
- policies;
- reporting systems;
- HR structures;
- professional hierarchies;
- internal programmes;
- committees;
- strategies.
Eventually the organisation can begin optimising partly around its own internal objectives.
Conceptually:
This is a principal-agent problem.
The public delegates authority to institutions.
Those institutions then develop preferences and incentives of their own.
18. Organisational culture can displace domain purpose
This problem becomes particularly serious when institutions begin prioritising internal programmes only weakly connected to their primary mission.
The issue is not that diversity is bad.
Nor that mental health is unimportant.
Nor that organisations should ignore the wellbeing of their staff or students.
The relevant question is:
What is this institution actually for?
And then:
Does this activity measurably contribute to that purpose?
A university's core functions include:
A scientific institution should reward:
A police force should primarily optimise for:
A regulator should optimise against the statutory outcome for which it exists.
Additional programmes should therefore have to demonstrate:
Otherwise institutions can accumulate fashionable organisational objectives while their primary function deteriorates.
19. Institutions should follow evidence, not ideology
Public institutions need values.
They cannot be entirely value-neutral.
But factual and technical questions should be governed by evidence.
Where a question is empirical:
The process should not become:
This is especially important for:
- universities;
- regulators;
- statistics;
- healthcare;
- policing;
- scientific advisory bodies.
Scientific institutions should be unusually tolerant of disagreement because scientific progress depends upon challenge.
Institutional orthodoxy is not evidence.
Consensus can be informative.
But:
The ultimate test is reality.
20. Public appointments create another layer of delegated power
Many important public institutions are governed by appointed chairs and boards.
Public appointments include roles across regulators, museums, NHS bodies, public corporations and other publicly funded institutions.
Ministers generally make these appointments, sometimes with significant involvement from No.10.

This creates another important question:
What qualifications should someone require before exercising substantial delegated public authority?
Public appointments should not become rewards for:
- political loyalty;
- networks;
- organisational status;
- ideological alignment;
- retirement from another public institution.
Where a role is technically demanding, technical competence should matter.
Public authority requires competence.
21. The state can develop a self-reproducing professional class
Large institutional systems create careers.
People progress by:
- managing larger teams;
- controlling larger budgets;
- leading more programmes;
- joining boards;
- moving between public bodies;
- accumulating organisational responsibilities.
There is nothing intrinsically wrong with a public-sector career.
Expert institutional knowledge is extremely valuable.
But incentives matter.
If career progression rewards:
rather than:
the system develops a bias towards expansion.
If simplifying a process eliminates someone's department, that person may have little personal incentive to simplify the process.
If solving a problem eliminates a programme, the programme has an institutional incentive not to disappear.
The ideal public institution should sometimes succeed by making itself less necessary.
That is a very unusual organisational incentive.
22. Failure rarely destroys the institution responsible for it
Markets contain one brutal feedback mechanism.
Organisations that repeatedly fail customers can disappear.
Government institutions generally cannot.
This is often necessary.
We cannot allow:
the criminal justice system went bankrupt this year.
But removing the possibility of institutional failure also removes an important feedback mechanism.
A public organisation can repeatedly underperform while continuing to receive:
- funding;
- staff;
- statutory authority;
- pension commitments;
- organisational continuity.
The challenge is therefore to create alternative feedback.

23. The information architecture of government is badly fragmented
This is not merely an external criticism.
The Government's own State of Digital Government Review describes profound structural problems.
The UK public sector spends more than:
on digital technology.
It employs nearly:
digital and data professionals.
Yet:
of central-government services still lack a digital pathway.

The report also found:
- 45% of NHS services still lack a digital pathway;
- HMRC handles around 100,000 telephone calls each day;
- DVLA processes around 45,000 letters every day;
- Defra operates more than 500 paper-form-based services.
The average UK adult citizen was estimated to spend around:
a week and a half every year dealing with government bureaucracy.
This is the interface between citizen and state in the digital age.
24. Many public services have merely put a digital front end on an analogue process
Digitisation is not the same as digital transformation.
A paper form converted into a web form remains fundamentally the same administrative architecture.
The Government's review describes many services as having a:
digital veneer
while still relying on manual processes underneath.
For example, online information can still need to be manually re-entered into multiple legacy systems.
That means:
A genuinely digital service should allow information to flow through the entire process without unnecessary:
- transcription;
- reconciliation;
- re-entry;
- postal correspondence;
- manual routing.
The public should not be acting as middleware between government databases.
25. Government's data is fragmented and underused
A functioning control system requires observability.
But the Government's own review found that only:
of surveyed public-sector leaders believed their current data infrastructure enabled a comprehensive view of operations or transactions.
And:
said their data landscape was not well coordinated or interoperable and did not provide a unified source of truth.

That is an extraordinary problem.
Government is expected to operate systems affecting tens of millions of people while frequently lacking a coherent view of the state of those systems.
In control terminology:
exists.
But the state frequently observes only:
held in incompatible organisational silos.
A system that cannot observe itself cannot control itself effectively.
26. Legacy technology has become infrastructure risk
The same government review estimated that approximately:
of technology systems in central-government departments were classified as legacy in 2024.
Across police forces and NHS trusts, the reported proportions varied enormously and in some organisations reached 50–70%.

Some systems were assessed as having potentially severe consequences for:
- national security;
- health;
- safety;
- continuity of critical services
if they failed.
This means government increasingly depends upon technical systems that modern technology organisations would regard as dangerously obsolete.
27. Government technology is fragmented by organisational boundaries
The same review found significant duplication.
Examples included:
- around 50 CRM platforms within NHS England;
- 190 different authorisation services identified across government in an earlier review;
- 44 different account systems;
- multiple nearly identical Defra services serving slightly different policy requirements.

This reflects the underlying institutional structure.
Each organisation builds:

The technical architecture mirrors the organisational fragmentation.
28. Government does not operate like a modern product organisation
One of the major technological transformations of the last several decades has been the shift from:

Modern digital organisations operate continuously.
Software is updated continuously.
Products evolve continuously.
User telemetry returns continuously.
Experiments are performed continuously.
But government remains heavily structured around:
- projects;
- business cases;
- spending rounds;
- consultations;
- programmes;
- procurement exercises;
- multi-year funding allocations.
That operating model is poorly matched to modern technology.
29. Government still behaves as though requirements can be completely known in advance
Traditional public procurement often assumes that government can:
- specify the problem;
- specify the complete solution;
- procure that solution;
- wait;
- receive the finished system.
But complex systems rarely behave like this.
Users behave unexpectedly.
Technology changes.
Requirements evolve.
Constraints emerge.
Design assumptions prove wrong.
Modern product development therefore assumes:
You expect to know more after building and testing something than before.
That is why modern design proceeds iteratively.
A procurement model demanding certainty before learning has occurred can lock bad assumptions into contracts before reality has had an opportunity to correct them.
30. The Government itself admits its funding model is incompatible with modern technology
The State of Digital Government Review explicitly identifies outdated funding models as one of the five root causes of poor digital performance.
Modern technology increasingly requires ongoing operating expenditure:
Yet government financial structures remain biased towards capital projects and fixed multi-year business cases.
The review found that only around one in five surveyed respondents believed the current funding model enabled effective investment in and operation of digital services.

31. Major government technology programmes routinely struggle
The Government's digital review reports that only:
of major technology programmes in the Government Major Projects Portfolio were assessed as Green, meaning successful delivery was considered highly likely.
Technology programmes were also around:
more likely to be assessed Red than non-technology projects.

This is particularly striking because almost every modern public-service transformation increasingly depends upon technology.
If government cannot reliably deliver digital systems, it cannot reliably transform the wider state.
32. Government struggles to recruit the technical people required to modernise itself
The same review found that:
of digital and data recruitment campaigns failed in 2024.
For technical architects, it estimated a public/private-sector pay gap of around:
Contractors cost, on average, around:
as much as permanent digital employees.

This creates a predictable outcome.
Government limits compensation.
It cannot hire the expertise required.
It then buys expertise externally at substantially greater cost.
Institutional knowledge subsequently leaves when the contract ends.
This is not necessarily fiscal discipline.
It can be false economy.
33. The machinery has barely absorbed the technological revolutions happening around it
Over roughly eight decades, the wider economy has experienced a remarkable chain of technological transformation.
These can be thought of as seven connected developments:
- Material science and electronic design
- Networking and internet protocols
- Compute and advanced manufacturing
- Cloud, mobile and deployability
- Modern construction methods for goods and services
- Learning algorithms and foundation models
- Programmable markets and executable coordination
Together they created:
- ubiquitous sensing;
- global communication;
- cheap computation;
- cloud infrastructure;
- mobile interfaces;
- continuous deployment;
- rapid experimentation;
- real-time telemetry;
- artificial intelligence;
- increasingly programmable economic coordination.
Yet large parts of government still operate through:
- letters;
- PDF forms;
- email;
- committees;
- static reports;
- annual statistics;
- disconnected databases;
- periodic consultations;
- manual case processing.
The technological capability available to society and the technological capability embedded inside the state have diverged dramatically.

34. The seven transformations should have changed the state as profoundly as they changed industry
The transistor made computation ubiquitous.
The internet connected systems.
Compute became cheap.
Cloud made deployment almost instantaneous.
Agile and DevOps changed how products are developed.
AI dramatically reduced the cost of processing knowledge.
Programmable markets and modern coordination mechanisms increasingly allow complex systems to respond dynamically to real-time information.
Yet the administrative model of the state remains substantially based upon institutions designed before most of these capabilities existed.
This creates a profound question:
If we were inventing the machinery of government today, knowing that all seven technological transformations had already happened, would we build anything resembling the current architecture?
That question does not imply that technology solves politics.
It does imply that technology should radically change the machinery through which political decisions are understood and executed.
35. Culture may be an even greater barrier than technology
Technology can be purchased.
Culture is harder.
Government institutions are deliberately cautious.
That caution has value.
The state exercises coercive power.
Mistakes can affect millions of people.
Safety, legality and due process matter.
But caution can become:
A system that never tolerates controlled experimentation eventually preserves known failure because changing it appears riskier than leaving it alone.
36. Slow culture compounds slow machinery
Modern product organisations ask:
Can we test this cheaply and safely?
Government often asks:
Can we prove in advance that this will work?
Those are very different operating philosophies.
Complex systems rarely permit perfect prediction.
The alternative is:
Government instead frequently attempts:
When the assumptions are wrong, discovering that fact can take years and enormous expenditure.
37. Decision latency is itself a system cost
We normally measure the cost of a government intervention in pounds.
But decisions also have a time cost.
Let:
If a known problem takes five years to correct rather than six months, the cost is not simply the administrative expenditure incurred during those five years.
It includes:
That may include:
- lost productivity;
- deteriorating infrastructure;
- preventable harm;
- missed investment;
- additional borrowing;
- emergency interventions;
- businesses abandoning projects;
- citizens waiting for services.
A slow state can therefore be extraordinarily expensive even when the administrative process itself appears financially inexpensive.
38. The machinery rewards activity more readily than solved problems
Government can measure:
- budgets;
- headcount;
- consultations;
- programmes;
- initiatives;
- reports;
- committees;
- policies produced.
Those are administratively convenient.
But they are not outcomes.
The thing citizens actually experience is:
A delivery system should therefore measure:
Instead, institutional success can become associated with:
That creates a dangerous incentive.
A problem solved permanently may eliminate:
- funding;
- programmes;
- teams;
- institutional importance.
A problem continuously managed can sustain all of them.
39. Crises suggest the feedback system is too slow
Border management.
Prison capacity.
Court backlogs.
Water infrastructure.
Housing.
Energy connections.
Healthcare waiting lists.
These differ enormously in their underlying causes.
They should not be collapsed into one simplistic explanation.
But they share an important characteristic:
Problems can deteriorate for years before corrective action becomes sufficiently strong.
That suggests weak feedback.
A properly functioning system should detect:
before:
Emergency government is usually expensive government.
40. Grooming-gang failures demonstrate the danger of institutional self-protection
Perhaps one of the most serious examples concerns group-based child sexual exploitation.
The Government established the Independent Inquiry into Grooming Gangs following Baroness Casey's National Audit.
The inquiry's terms of reference explicitly recognise:
failures of statutory services that were supposed to protect victims and survivors.
They require examination of failures or obstruction by statutory services and accountability for those failures.

The Government has also stated that more than:
previously dropped grooming-gang cases had been identified for formal review.
The important institutional lesson extends beyond this particular scandal.
When organisations become concerned with:
- reputation;
- institutional liability;
- political sensitivity;
- community relations;
- internal process;
there is a danger that the organisation's self-protection becomes misaligned with the person the organisation exists to protect.
That is catastrophic mission drift.
41. Transparency is therefore not optional
Closed organisations can hide failure.
Transparent systems create feedback.
Public institutions should therefore expose, wherever legitimately possible:
- decisions;
- evidence;
- performance;
- spending;
- conflicts of interest;
- appointments;
- delays;
- complaints;
- failures;
- corrective actions.
There will always be information that cannot responsibly be public:
- national security;
- personal data;
- active investigations;
- commercially sensitive information.
But secrecy should require justification.
Transparency should be the default operating principle.
42. Claims of unequal policing should be empirically testable
There is substantial political controversy around claims of:
two-tier policing.
Some citizens believe policing differs according to:
- political viewpoint;
- ethnicity;
- religion;
- cause;
- protest group.
Police leaders and others dispute many of these claims.
The correct systems response is not:
Believe the allegation.
Nor:
Dismiss the allegation.
It is:
Measure it.
For comparable offences and circumstances:
should be compared with:
Control for legitimate explanatory variables.
Publish the methodology.
Publish the results.
If unexplained differences exist, investigate why.
If they do not, publish the evidence.
Equal treatment under law is too important to leave entirely to competing political narratives.
43. A democratic state needs radical measurement of itself
Government collects enormous amounts of information about:
- citizens;
- businesses;
- employment;
- taxation;
- crime;
- health;
- education.
It should be equally rigorous in measuring itself.
For every major institution:
Citizens should be able to see:
- what the institution exists to achieve;
- what resources it receives;
- what performance metrics apply;
- whether outcomes improved;
- how performance compares;
- who leads it;
- who appointed them;
- what qualifications they possess;
- what leadership costs;
- what corrective action followed failure.
That would make government considerably more governable.
44. Responsibility needs to become explicit
Every major public outcome should have identifiable responsibility.
Not necessarily one individual.
Complex systems legitimately involve multiple actors.
But responsibility should be mapped.
For objective :
Their respective responsibilities should be visible.
Who defines the outcome?
Who designed the intervention?
Who approved it?
Who delivers it?
Who independently evaluates it?
Who changes it when it fails?
That prevents the endless loop:
Not us.
A system nobody controls is not genuinely accountable.
45. Independence should be functional, not cultural
Some public functions genuinely require independence from day-to-day politics.
But:
should not imply:
An independent regulator still requires:
- a democratically authorised objective;
- measurable performance;
- competent leadership;
- transparent reasoning;
- periodic review;
- mechanisms for institutional correction.
The purpose of independence should be explicit.
For example:
Protect technical decisions from short-term political interference.
It should not quietly become:
Allow an institution to develop permanent political priorities of its own.
46. Government should be able to remove machinery as well as create it
Creating public machinery is politically easy.
A problem appears.
Create:
- a unit;
- a commissioner;
- an agency;
- a programme;
- a regulator;
- a taskforce.
Removing one is harder.
That produces an accumulation function:
If:
persistently, organisational complexity grows without bound.
Every public body should therefore periodically have to answer:
Does the original reason for our existence still exist?
Are we producing the intended outcome?
Could this function now be delivered more simply elsewhere?
Closure should be evidence of success when appropriate, not organisational failure.
47. The machinery should serve the frontline rather than the reverse
Administration exists to enable delivery.
Delivery should not exist to feed administration.
The flow should be:
Yet frontline professionals can find themselves increasingly required to support:
- reporting;
- compliance;
- data entry;
- internal governance;
- administrative processes.
Every hour consumed by unnecessary internal process is an hour not spent on the public purpose.
That problem should be measured directly.
The relevant quantity is not merely:
We should be able to decompose it:
The objective is not blindly to minimise administration.
Some administration is essential.
The objective is to minimise:
subject to safely and effectively delivering the required public outcome.
48. Government needs domain experts who are empowered to deliver
Hiring experts is not enough.
A state can employ brilliant engineers, scientists, clinicians and technologists and still ignore them.
Expertise must have:
If technical experts merely advise while final design decisions are repeatedly diluted through layers of generalist committees, the system has not genuinely empowered expertise.
The desired structure is closer to:
surrounded by:
That preserves democracy without pretending democracy requires every design decision to be made collectively.
49. Government should be a learning organisation
No government will always choose correctly.
That is impossible.
The relevant standard should instead be:
How quickly does the state detect error and learn?
A learning government operates:
A non-learning government operates:
That cultural distinction may be one of the most important in the entire mission.
Changing policy after evidence demonstrates that it is failing should not automatically be regarded as weakness.
It can be evidence that the feedback loop works.
50. The machinery should optimise for truth rather than embarrassment avoidance
Institutions inevitably make mistakes.
The dangerous moment is what happens next.
If the incentive becomes:
failure can become entrenched.
The required incentive is:
That requires cultural protection for:
- whistleblowers;
- dissent;
- inconvenient data;
- failed experiments honestly reported;
- internal challenge.
Institutional reputation should derive from fixing problems transparently, not maintaining the appearance that problems never existed.
51. Government is fundamentally an information-processing system
Strip away the buildings and job titles and a large part of government consists of:
Citizens report information.
Sensors and statistics measure conditions.
Officials process information.
Experts interpret it.
Ministers establish priorities.
Rules communicate decisions.
Agencies act.
Outcomes return information.
Seen this way, government is fundamentally a distributed information-processing and control system.
The quality of government therefore depends heavily upon:
- sensing;
- listening;
- data;
- expertise;
- communication;
- decision rules;
- authority;
- latency;
- feedback;
- institutional incentives.
This is why obsolete information architecture and obsolete organisational architecture create obsolete governance.
52. The complete delivery machine is a control loop
At the highest level:
Every arrow matters.
If listening fails:
If democratic prioritisation fails:
If expertise is absent:
If committees replace design authority:
If decision-making is too slow:
If delivery fails:
If measurement fails:
If accountability fails:
The machinery has to work end to end.
53. The problem is not simply "too many civil servants"
It would be easy to reduce this diagnosis to:
Cut the Civil Service.
That misses the point.
The objective is not:
It is:
subject to:
In some areas that may require fewer administrators.
In others it may require more:
- engineers;
- scientists;
- clinicians;
- software developers;
- data specialists;
- frontline staff.
The question is not:
How small can the state be?
It is:
What is the minimum machinery actually required to deliver democratically chosen outcomes extremely well?
That is a much more interesting optimisation problem.
54. Nor is the problem simply "the Civil Service"
The machinery includes:
- politicians;
- political parties;
- ministers;
- special advisers;
- the Civil Service;
- regulators;
- quangos;
- local government;
- public corporations;
- contractors;
- consultancies;
- public appointments;
- technology suppliers;
- professional bodies;
- delivery organisations.
Blaming one group for the behaviour of the whole system would repeat the exact analytical mistake this mission is intended to avoid.
The object of analysis is:

55. The diagnosis
The working diagnosis for this mission is therefore:
The British state has accumulated a fragmented administrative architecture in which democratic preferences enter through weak and intermittent interfaces, political priorities can be disproportionately influenced by organised interests, responsibility is distributed across hundreds of institutions, technical decisions can be made without sufficient domain expertise or identifiable design authority, committees and governance processes can substitute for actual design, delivery operates through outdated technological and organisational methods, performance is incompletely measured, and institutional failure can persist without sufficiently strong corrective feedback.
The result is a system in which:
is weak,
is opaque,
can be disconnected from authority,
is slow,
is fragmented,
is incomplete,
and:
is diffuse.
This is not principally a claim that public servants are incompetent.
Many highly capable people work extraordinarily hard inside the system.
Indeed, the Government's own State of Digital Government Review notes that successful digital services have often been delivered despite the system rather than because of it.

The problem is the architecture surrounding them.
56. The central question
The question for this mission is therefore not:
Which department should be abolished?
Nor:
How many civil servants should be cut?
Nor:
Which quango annoys us?
Nor:
Which political party should run the existing machine?
Those questions jump prematurely to interventions.
The deeper question is:
How should a modern democratic state convert the informed will of its people into competent, transparent, evidence-based, measurable and rapidly adaptable public action?
That requires us first to map the existing machinery.
Who listens?
Who decides what matters?
Who influences those decisions?
Who translates political objectives into requirements?
Who has the expertise?
Who designs?
Who has design authority?
Who challenges the design?
Who approves it?
Who spends?
Who regulates?
Who delivers?
Who measures?
Who is accountable?
Where does information enter?
Where is it lost?
Where is authority delegated?
Where does responsibility become ambiguous?
Where is expertise missing?
Where do committees substitute for ownership?
Where does delay occur?
Where does institutional self-interest diverge from public purpose?
Where are frontline resources consumed by administration?
Where has technology made the existing process unnecessary?
And when the evidence says something is not working:
How quickly can the system admit it, change it and try something better?
Those are the problems this mission should investigate.
The solutions come next.
