What the pipeline is meant to look like
What it actually looks like
Every additional interface creates somewhere information, authority or accountability can be lost.
The intended pipeline runs from citizens through democratic choice to government, public administration, delivery and outcomes. The real pipeline runs from citizens through parties, elections, ministers, departments, arm's-length bodies, regulators, agencies, local bodies, contractors and frontline services.
Government has a feedback problem.
Every extra interface between a citizen's vote and a delivered outcome is somewhere information, authority or accountability can be lost.
Listening is intermittent
Citizens interact continuously with public systems, but government often senses preferences and problems through periodic elections, consultations and fragmented feedback mechanisms.
Responsibility becomes diffuse
When authority passes through departments, regulators, agencies, committees and contractors, determining who actually owns an outcome becomes difficult.
Expertise and authority can separate
People with formal authority are not necessarily the people with the deepest knowledge of the systems being changed.
Process can replace outcomes
Consultations, committees, programmes, strategies and governance processes can all be completed successfully while the underlying problem remains unsolved.
Government should not be judged by how much activity it produces.
It should be judged by whether it reliably converts democratic objectives into good outcomes.
