The implementation question is therefore one of reform rather than replacement.
Possible directions include:
- faster settlement and dispatch;
- improved network observability;
- stronger locational signals;
- reform of network charging;
- simplification of overlapping markets;
- deeper DER participation;
- improved interoperability;
- reform of capacity and investment mechanisms.
The principal advantage is transition feasibility. The principal challenge is determining when incremental reform becomes more complex than architectural redesign.
