Democratic control

This entire specification depends on a boundary that must not be blurred: desired outcomes — the r(t) this system is steered toward — are set through democratic political processes, not derived from this document or from any technical model.

How much inequality is tolerable, how much environmental risk is acceptable, how affordable housing should be, and how present consumption should be traded against future investment are political questions. The systems-engineering contribution addressed by this Candidate Solution starts only after those questions have political answers: given the outcomes society says it wants, what combination of interventions is actually capable of producing them?

Concretely, this means the Pareto-frontier framing in Objectives and Constraints is not decorative — it is how political choice is meant to enter the system. The architecture's job is to make trade-offs visible and their consequences measurable; deciding which trade-off to accept remains a political act, exercised through ordinary democratic institutions, not delegated to a controller, a model or an unelected technical body.
