At distribution level, dynamic operating envelopes create a particularly important fairness question.
If total requested export is greater than safe network capability:
some users must receive less access than requested.
The operating-envelope calculation therefore requires an allocation rule, whether explicit or implicit.
That makes fairness in network-access allocation a first-class design question for this architecture.
